Here's an idea that I'm not even sure will work in Howard County, or can work, but you know, it's never stopped me from putting stuff out there before, right? here goes:
I'm aware of other jurisdictions in other states (none in Maryland that I know of) where police issue "peace bonds". So if you're having a large, obnoxious party (or just being obnoxious), in addition to being strongly suggested to cool it, an officer issues a citation which is payable on the spot for a nominal fine-- say, $10. If you can't pay it on the spot you can mail it in for say, $50.
I don't see where this is a bad idea. I know it's a bit more paperwork but at least it helps defer the costs that county police spend responding to complaints of a neighbor's excessive noise, etc. that don't meet the threshold of a more serious offense.
