Hopefully not. But this article is a little disturbing and disappointing news about the speed camera program.
Amazing to me that Howard County's speed cameras are unable to take a photo of an alleged violator, at the exact time the alleged violator commits said alleged violation. Goodness knows, we spend on enough in Howard County, coun't we invest a few bucks on some more precise cameras?
I think what the loophole in the article represents is a possible means by which the speed camera program can be abused. And there's a simple enough solution to it. Buy more precise programs so that confidence in the speed camera program can be 100%, which is where it should be.
Of course, there are other things about the speed camera program which I have found troubling, such as the fact that speed cameras operate when school is not in session, but hey, a guy can't have everything!

Oh, that most interesting of subjects: auto-enforcers and speed cameras. I was driving in another jurisdiction last week -- on a Sunday -- and there was an school zone area on the road where the speed limit was 15 mph when the lights were flashing and it was a "Photo Enforced" area. How confusing! No need for 15 mph on a Sunday. Boo. If one makes a system and automates it, then make sure the equipment works!
