You're reading too much into this. Even Ken Ulman was backing off the soda ban. After 4th of July, which is when most people realized such a stupid policy even existed, Ken came to the realization that people weren't as dumb as he thought. Ken then lifted the ban on sodas at public events not on county property or was getting the ball rolling in doing so.

To me, this is simply (insert office here)-elect politics 101: Nail down some low-hanging fruit, and hope to build up enough political capital to sustain oneself when it's time to make the not-so-popular decisions....
