The handgun ban was purely political. The only people who could legally carry guns on county property were people who have concealed carry permits. To get one of these in Maryland, in addition to being trained you must have a 'good and substantial' reason to have one. This may mean a death threat against you, etc. It's not like anyone could have legally carried a pistol into a county building If anything, Calvin's legislation made county buildings LESS safe by taking guns away from qualified people.

Regardless, Allan is smart enough to know that this legislation does nothing, so he out-smarted and out-maneuvered Ball and signed it to save the political attacks in the next election cycle.
