I would be sad if the administration were suceesful in bullying this measure into failure.

I don't believe the Executive Order makes the issue moot because of the following:

The Executive Order states:

"(a) In furtherance of this policy, the Attorney General and the Secretary, in their discretion and to the extent consistent with law, shall ensure that jurisdictions that willfully refuse to comply with 8 U.S.C. 1373 (sanctuary jurisdictions) are not eligible to receive Federal grants, except as deemed necessary for law enforcement purposes by the Attorney General or the Secretary."

First, this already puts in an out for grants that are specifically related to law enforcement. Hence, that does not mean Howard will automatically lose grant funding for previously established relationships with DHS, etc. Second, there's still a body of argument, hashed out previously in the courts, that there has to be a relationship between the grant and the strings that come along with it. For instance, the federal government can't say we'll only give you highway money if you target undocumented immigrants.

Minimally, this is still open to debate.


I think it is interesting that Councilman Fox and Delegate Miller invited Sue Payne an anti immigrant 'expert' from Gaithersburg to the Council working meeting this week. Her claim to fame has been making making unsubstantiated comments on local and national talk radio and founding one or two member anti-something organizations. A comment I found for her online:

'The new illegal aliens are “seedlings” that will develop a “country within a country,” is the secret Obama administration plan. These foreigners will “navigate, not assimilate,” as they eventually “take over the host,” coming “out of the shadows” and “pushing the citizens into the shadows.” So said radio personality Sue Payne last Thursday' (Feb. 26, 2015) - The New American (John Birch web site)
